Cesar Romero was appointed President & CEO of Pilipinas Shell Petroleum Corporation (PSPC) and Country Chairman of the Shell companies in the Philippines in November 2016 after 13 years of international assignments across London, Singapore, and Beijing.

He was the Vice President for Global Retail Network from July 2013 and double hatted the said role with the PSPC CEO and Presidency until March 2018. In that capacity, he was responsible for the management and capital investment associated with the Shell’s Global Retail business’ physical assets worldwide. Prior to that, he was the Vice President of Retail Sales and Operations East covering SE Asia, South Asia, and China.

Cesar Romero joined Shell Philippines in 1987 as a Refinery Engineer and has had further assignments in Supply Planning, Strategy, and Lubricants. In 1995, he was posted to Shell Centre, London to work in Shell Group’s Scenario Planning Team, and later in the Strategy and Portfolio Team of the East/Asian Regional Office. He was the General Manager – Retail for Shell Philippines & North Pacific Cluster and a member of the PSPC Board from 2001 up to 2003, before leaving again for various international postings. He returned to the Philippines in August 2016 to support PSPC’s IPO efforts and was appointed PSPC President in Nov 2016.

Cesar holds a Bachelor of Science in Mechanical Engineering (cum laude) from the University of the Philippines, and a Master’s in Business Administration with High Distinction from the University of Michigan. He has also attended a variety of management development courses at the London Business School and the Wharton Business School.

Champions of Change Philippines 

Cesar Romero is a Member of the Champions of Change Philippines Group established in 2019 in partnership with the Philippine Business Coalition of Women (PBCWE). PBCWE was formed from a partnership with the Philippine Women’s Economic Network (PhilWEN) and Investing Women (IW), an initiative of the Australian Government. 

The group includes leaders from various industries including oil and gas, logistics, insurance, professional services and retail. Members have a deep personal commitment to advancing gender equality in their organisations, and they are working together towards the advancement of gender equality in leadership, recruitment and promotions.
